Start time is 9.30 - see Race Info page. You will need to be signed on long before that. If last years pattern is followed - and I see no reason why not - then signing on will be in a large tent situated in the finish field. Signing on will almost certainly be available from 7am.
This would seem as good a place as any to start pointing out to people like yourself who probably have not been here before that Helwith Bridge is a tiny hamlet of 10 houses, a pub, and a bunkhouse converted from an old school. The arrival of over 500 competitors and their friends and families inevitably stretches the infrastructure to well beyond normal limits. Locals ( including myself ) and the organisers do our very best to make sure everything goes as smoothly as possible, but you need to allow plenty of time to arrive, park, unload, get dressed, sign on, warm up and whatever. There is a good chance that you may end up parking 1/2 a mile from the start line, which is why others are suggesting arriving the night before, or at the crack of dawn.
Don't let any of this put you off. it is a fantastic day and an experience not to be missed.
