It depends what is causing it. The blocks might not be aligned properly and that is an easy fix.
I had lots of front cantilever brake judder caused by forks flexing.
The cable hanger was fixed to the top of the head set stack so fork flexing was just slightly tightening and slackening the brake cable enough to cause judder. Some forks are worse than others, I found Cannondale alloy forks fine but carbon juddery.
I fixed them by changing to V-brakes where the cable is hung at the brake so flexing doesn't affect brake operation.
V brakes bring in a load more problems though.
Cable line is not so good for right hand front brakes, I adapted mine so I could mount the cable from the other side and I needed travel agents to make sti levers pull enough cable.
If you still want cantis you could try a cable hanger which mounts at the fork crown so the flexing effect would be less.
Or just release the brake lever and reapply to try and break the resonance of the flexing vibration (not great if you are approaching a hazard)

Try tightening the headset.

If your fork has a hole for fixing calliper brakes then you can buy a cable hanger that mounts on the fork and this should help with the root of the problem.
